It is defintley Talk Talk, I asked for a customer service call and this is the number they called me on.

03451720088 It showed up as Lapwing. First time an Asian sounding lady phoned, but she spoke so quietly, I couldn't hear what she was saying, I could hear children in the background. 2nd call was a few days later, 6pm, no message.
