I would normally be suspicious of any message that requests payment from me, no matter what for. In this instance I would not be drawn into this spider's web since a) I do not own a car b) The reasons I do not own a car is that I cannot drive, have never driven and do not have a driving licence. I realise that for some individuals any on those reasons would not necessarily prevent them from driving,
