this number is intercepted by my BT guardian but has phoned many times and not left message

this company has called me several times despite me asking them to remove my number from their records. they do not answer the question about where they are calling from, how they got my number etc and when pressed for information about them, they hang up.

Mature woman with East London accent tried to mention various things like home insulation but call came with multiple echoes. She said "you are the home owner aren't you? (...aren't you? ... aren't you ...). I said "Don't all speak at once!" and she rang off. I called back and got a recorded response "Thank you for calling Utilities. Press "1" for accounts ..." May be a genuine company but clearly in breach of TPS
