They keep changing number by one digit even when blocked earlier ones. If they are using a landline number why doesn’t the provider tackle them?

Initially got a recorded message from and English sounding male voice stating to be from my local energy company, very generic. Told them they were scammers and the call was disconnected. The number called back 6 times within a few minutes with a foreign sounding male voice shouting abuse down the phone at me. Awesome and childish. They were found out and didn't like it. Well we don't like being scammed!
