Pretended to be from Three mobile network offering an upgrade

Call received circa 0830. When I answered they rang off - & I don't answer with my name. Checked the caller's number on here, & it is 1 of many 01490590 numbers. Clearly a scam number.

Pretended to represent an energy department offering insulation upgrades. They kept insisting I was eligible for a discount but could not explain properly who they worked for. Definitely seems fraudulent.
